General
Chance to Avoid Damage and Blur have been adjusted:
The cap on Chance to Avoid Damage has been reduced from 80% to 60%.
Each point of Blur now grants 2.5% Chance to Avoid Damage, adjusted from 2% Chance to Avoid Damage and 3% Evasion.
Freeze and Frostbite have been adjusted:
The base maximum Frostbite value has been increased from 100 to 120, but Freeze will still trigger when Frostbite reaches 100.
While Frozen, the base duration of periodic freezing has been reduced from 2 seconds to 1 second.
Damage over Time now includes the new Ill Omen mechanic:
Ill Omen is a debuff applied to monsters, with a base maximum of 10 stacks.
When Ill Omen reaches its stack limit, it will trigger after a short delay.
Base effect when Ill Omen triggers: non-Elite monsters are instantly killed; Elite monsters take True Damage equal to 20% of their maximum Life.
Only monsters affected by Ominous Curse can gain Ill Omen.
Base Ill Omen gain condition: non-Elite monsters gain 1 stack of Ill Omen for every 7% of maximum Life taken as Damage over Time or Reaping Damage; Elite monsters gain 1 stack for every 5% of maximum Life taken as Damage over Time or Reaping Damage.
Ill Omen Accumulation Efficiency increases the rate at which monsters gain Ill Omen, up to a progression cap of 100%.
Ailment stack mechanics have been optimized:
The replacement rules for Ailment Damage have been optimized. Lower-damage Ailments can no longer replace higher-damage Ailments.
The logic for maximum Ailment stacks has been optimized. Ailments applied to monsters can no longer exceed the applier's maximum Ailment stack limit.

Consultation Voracity Compass:
Some monsters in this stage are infected with Voracity. In Netherrealm stages, each group of Voracity monsters cleared grants an additional effect to Surgical Plans: Normal Surgical Plans gain an additional +1% Drop Quantity; Magic Surgical Plans gain an additional +2% Drop Quantity; Rare Surgical Plans gain an additional +3.7% Drop Quantity.
