Domination Scarabs: In 3.28, you can use specialized Scarabs to guarantee 2-3 extra Shrines per map, making it one of the most consistent ways to "juice" maps without high risk.
The Gull (Unique Helmet): Consider using The Gull unique helmet to create Lesser Shrines on kill, which scales with your Atlas Shrine duration and effect passives.
Shaped Regions: Use the new 3.28 Astrolabe mechanic on Atlas quadrants containing Shrine nodes to further juice the rewards of those maps as you clear them.
